U.S., FRANCE AND LEBANON DISCUSS NEXT PHASE: French diplomatic efforts intensified following the signing of the Versailles document.
According to Lebanese reporting, France is encouraging Beirut to begin the next negotiation round from the parameters of the U.S.-Iran agreement in order to lock in sovereign gains.
French sources reportedly argue that the agreement’s clauses on a ceasefire and Lebanese sovereignty structurally signify “the approval of the Israeli withdrawal.”
According to Paris, Washington is moving beyond general de-escalation demands and pushing for “concrete field steps that include reconsidering the Israeli military deployment within the occupied Lebanese territories.”
Diplomatic sources claim Washington is using the political climate created by the U.S.-Iran memorandum of understanding to “impose additional restrictions on Israeli actions.”
This pressure is focused on the five tactical positions Israel currently holds in southern Lebanon, alongside other expansive territories seized during the war.
WASHINGTON TALKS SCHEDULED: Lebanese President Joseph Aoun has committed to a three-day negotiation track in Washington from Tuesday, June 23 through Thursday, June 25, following an Israeli-requested one-day postponement due to delegation travel delays.
The summit is expected to begin with a joint military-diplomatic opening session, followed by dedicated, separate tracks for the military and diplomatic delegations.
The agenda reportedly includes Israeli withdrawal timelines, Lebanese Armed Forces deployment to evacuated border outposts, Hezbollah withdrawal from southern Lebanon, monitored verification mechanisms, prisoner and missing-person intelligence exchanges, and reconstruction frameworks backed by the Gulf Cooperation Council and the World Bank.

Israel reportedly seeks complete Hezbollah withdrawal from southern Lebanon and monitored compliance mechanisms. Israel also proposed that Hezbollah surrender heavy weaponry outside southern Lebanon.
According to Lebanese reporting, the U.S. considers full nationwide Hezbollah disarmament “premature and difficult to implement at present.”
Lebanese sources state that if a comprehensive ceasefire is in place before the talks begin, discussions will shift toward withdrawal. If fighting continues, ceasefire implementation will remain the primary focus.
President Aoun reportedly finalized written amendments to the “declaration of intent” paper, called the current draft obsolete, and tied any final peace accord to the upfront execution of his five constitutional points and a reassessment of pilot zones.
Lebanese sources state Israel believes it has already achieved several objectives, including removing Beirut from targeting lists, lowering strike intensity, and reducing border deployment. As a result, Jerusalem is viewed as unlikely to easily accept a complete and permanent cessation of hostilities on the southern front.

SYRIA REJECTS INVOLVEMENT: Following President Trump’s repeated suggestions that Syria could become involved against Hezbollah, Syrian President Ahmed al-Sharaa and senior military-security officials reportedly agreed to reject Syrian interference in Lebanon.
Damascus is instead pivoting to an integrated relationship with Beirut based on “cooperation, coordination and respect for the sovereignty of the two countries.”
This policy is being advanced through state partnerships, including an initial Syrian Civil Aviation Authority delegation visit to Beirut.
The reported timeline includes expanded cooperation agreements, joint committees, and “continuous coordination at various security, political and military levels” aimed at disproving interference rumors.
Diplomatic sources cited “the existence of Saudi, Qatari and Turkish cooperation to help Syria in confronting the pressure it is under to intervene in Lebanon, and to avoid yielding to American pressure.”
