DEFENSE MINISTRY LAUNCHES “40-POINT PLAN” ALONG EASTERN BORDER: Hundreds of representatives from the Defense Ministry, IDF, local authorities, settlement groups, youth programs and other organizations participated in the launch of the “40-Point Plan,” aimed at renewing and strengthening settlement and civilian presence along Israel’s eastern border from Hamat Gader to Eilat.
The Defense Ministry said the initiative reflects a strategy that views settlement, civilian presence and resilience in border regions as important components of national security. Dozens of activity and settlement centers are planned, incorporating young settlement groups, Nahal groups, religious groups, service-year programs, pre-military academies and other youth frameworks.
The plan is being advanced jointly by the Defense Ministry, IDF, Ministry of Settlements and National Missions, local authorities and settlement organizations. Its goals include establishing a permanent civilian presence, strengthening existing communities and encouraging young Israelis to participate in settlement and national initiatives throughout the region.
Brig. Gen. (res.) Mordechai Benita, head of the Defense Ministry’s Eastern Region Directorate, said the initiative is “far more than establishing new points on the map” and reflects a strategy in which “security and settlement go hand in hand.” He said the objective is to create conditions allowing young people and communities to come to the region, remain there and become part of its long-term development and strengthening.
Dalia Yanko, head of the Defense Ministry’s Defense-Social Division, said the initiative includes 35 programs and branches of pre-military academies, service-year programs and Nahal groups, alongside nine leadership academies. The infrastructure is intended to bring hundreds of young Israelis to communities and activity centers along the eastern border, strengthen existing communities and create a continuous civilian and community presence throughout the region.

⚖️ HERZOG DENIES CLAIM HE RECEIVED UAE WARNING; NETANYAHU DEMANDS RETRACTION: President Herzog issued a strongly worded denial after being mentioned in a Haaretz report as allegedly having received a similar warning from UAE President Sheikh Mohammed bin Zayed before October 7.
“In response to reporters’ questions regarding the investigation by Shlomi Eldar and Ruth Yuval: “The conversations President Herzog held with the President of the United Arab Emirates, Sheikh Mohammed bin Zayed, in the months preceding October 7 did not deal at all with security matters, Hamas, or Yahya Sinwar. The conversations concerned social and domestic issues in Israel and relations between the two countries. “Accordingly, it should be emphasized that the President of Israel was unaware of the alleged warning and has no knowledge as to whether such a warning even existed.”
Separately, Netanyahu demanded in a pre-lawsuit warning letter that Haaretz remove the article, publish an apology and pay NIS 1 million in compensation.
