 *IDF REJECTS “NAZA” ALLEGATIONS ON GAZA TARGETING, CIVILIAN HARM AND GENOCIDE*

 IDF challenges the film’s account of targeting: In a 10-page response, the IDF calls the film “NAZA” “distorted, misleading, and disingenuous,” alleging factual errors, manipulative editing and missing context. It says interviewees generally described early target identification without sufficient knowledge of subsequent planning, legal review or command decisions.

The military says civilian-harm estimates could change following warnings, new intelligence or adjustments to weapons or timing. Anticipated harm prompted changes, delays or cancellations of strikes.

It denies planning, approving or conducting a Gaza strike expected to kill 500 civilians or anything close. It also rejects claims of automatic allowances of 20 civilian casualties for a junior operative or 200 for a senior commander. According to the IDF, thresholds determine approval authority, not permitted casualties, and never replace individual proportionality assessments. It says no 200-casualty approval threshold existed and denies approving or executing the alleged strikes.

 Human authority over intelligence and strikes: The IDF says AI neither independently designates targets nor decides strikes. It describes “Lavender” as a database for cross-referencing intelligence, not an approved target list. Human analysts identify targets, authorized intelligence officers approve them, and commanders decide whether to strike after planning and review.

️ Civilian safeguards and operational context: The IDF says its directives prohibit intentionally targeting civilians and require precautions and assessment of anticipated civilian harm against the expected concrete, direct military advantage. It says civilian lives are not valued differently by age, while children’s presence has prompted cancellations, delays or replanning.

Warnings do not authorize attacks or permit disregard for those remaining, the military says. Each structure struck must be identified as a military objective, while evacuation estimates inform civilian-harm assessments.

The IDF accuses the film of underplaying the October 7 massacre and Hamas’s embedding in civilian areas, including hospitals, schools, UN facilities and mosques. It cites warnings, cancelled strikes, legal advisers, a Civilian Harm Mitigation Cell and humanitarian coordination. It says Israel facilitated the entry of over 3.9 million metric tons of food into Gaza through COGAT since October 2023.

 Civilian-harm reviews and suspected violations: The IDF says units monitor strike outcomes and civilian-harm reports, prompting hundreds of reviews, while acknowledging limits on verification where troops were absent. Suspected violations must be reported and examined, with authorities deciding whether to pursue fact-finding, criminal investigations or other action.

 Fire near aid distribution sites: The military says rules near aid distribution sites permitted fire only against military operatives and suspects posing an immediate threat. It says allegations were referred for inquiry and civilian deaths prompted operational reviews, revised instructions, barriers, signs and additional access routes.

Exceptional cases went to the General Staff Fact-Finding and Assessment Mechanism. The IDF cautions that casualty reports alone establish neither responsibility nor the circumstances of an incident.

 Evidence and access limitations: The IDF says anonymous accounts lacked corroborating directives, records or specific targets, dates, locations and casualty details needed for verification.

It also says it received neither the allegations for response before publication nor a requested copy of the film. Its assessment relied on its representative’s account of a public screening, other public accounts and statements by the filmmakers.

⚖️ Genocide allegations and stated war aims: The IDF argues that interviewees’ views cannot establish the specific intent required for genocide under international law. It says its aims are dismantling Hamas’s governing and military capabilities and creating conditions for the hostages’ return, not harming Gaza’s Palestinians.

“NAZA,” short for the Hebrew “Nezek Agavi,” means “collateral damage”; the IDF says civilian-harm estimates inform lawful decisions and precautions. It acknowledges combat errors but argues that interviewees’ moral burden does not prove unlawful decisions or indifference. It says it investigates suspected misconduct and remains open to substantiated criticism.
