 POLICE DETAIN 10 OVER JUDEA AND SAMARIA ATTACKS; KATZ SEEKS TRANSFER OF CIVILIAN LAW ENFORCEMENT TO POLICE

 Ten detained in Operation “Olive Leaf”: Police said Israeli suspects were detained at dawn at several locations in central Judea and Samaria over suspected involvement in Saturday’s settler attacks on Palestinians, foreign diplomats and a photojournalist. The updated total of 10 superseded an initial report of eight arrests.

The operation was conducted jointly with the Israel Security Agency (Shin Bet), with IDF escort. Police said evidence linking the suspects to the alleged acts was found in their possession, and several vehicles were seized.

Police said IDF and Border Police forces were also conducting enforcement operations involving the dismantling of illegal settler outposts, violations of military restraining orders and an intrusion into a Palestinian home.

⚖️ Dispute over enforcement responsibilities: Police Commissioner Danny Levy said the law in Judea and Samaria “applies to everyone, regardless of identity or affiliation,” and pledged professional, equal and impartial enforcement based on evidence and the law.

He distinguished responsibility for preventing incidents from responsibility for investigating and enforcing the law afterward, in remarks that appeared directed at the IDF and Shin Bet.

Responding to criticism, Defense Minister Israel Katz said responsibility for addressing serious violence by a handful of Jewish rioters should rest entirely with the police’s Judea and Samaria District, including prevention, investigation and prosecution.

Katz argued that the IDF should not and cannot perform civilian law enforcement. He said its role is to fight Palestinian terrorism and protect Israel’s borders, Jewish communities in Judea and Samaria and communities along the Seam Line.

According to Katz, the IDF prepared a comprehensive plan at his direction defining the division between its authority in the area and the transfer of actual civilian law enforcement responsibilities to the police district. He said he and Prime Minister Benjamin Netanyahu had agreed to pursue implementation as soon as possible, including IDF-police coordination and the allocation of necessary funding and personnel to the district.

⚖️ Katz rejects restoring administrative detention: According to Katz, the plan contains no IDF recommendation to reinstate administrative detention against Jewish residents of Judea and Samaria. He said he abolished the measure upon taking office, has no intention of restoring it and considers strong, effective police enforcement the solution.

 IDF reports graffiti and arson near Wadi al-Rahim: The IDF said a fire was detected yesterday near an illegal outpost close to Wadi al-Rahim in the Judea Brigade sector. IDF troops and Judea and Samaria District Police officers responded and searched for suspects.

According to the IDF, it later emerged that several Israeli civilians who had entered the village area sprayed graffiti and set fire to a container used for storage.

Police officers, including district forensic investigators, launched an investigation and examined the incident at the scene, with IDF troops providing security. Security forces also worked during the day to evacuate the illegal outpost.
